Uhh... something like that! We have technology but it's... mostly underground, unless it's controlled by the... it's complicated. The easy version is... we have a floating city that controls the world, and they've got all the machines that aren't remnants from ancient times.

But we do have "powers," yeah. It just manifests differently in everyone.
