You're making a lot of assumptions here. There are people who care, and who want to enforce these things. There are people who will benefit from enforcing it. And there are the unknowns, the people who haven't turned up yet who might see opportunity in this without understanding the precedence.

You say people don't care, but I've seen people go around and willfully suggest that those who continue to go unsettled are unsavory. Maybe it's not in your experience, but I've seen a lot in the past year, and I have my experiences from home.
