Why would that be strange? We have no value to them aside from as weaponry in their war. Conflict between the registered imPorts and others is bad only for us, not them. If we stand in solidarity, with the powers we possess, we are a threat. It is simply a matter of divide and conquer.
They have already tried offering incentive upon incentive for people to register, but that has not swayed everyone. What's more, registered imPorts have even made efforts to aid those who would choose not to do so, offering assistance with finding employment, with funds for food and housing. Such unity within our group undermines the appeal of their system.
But enacting such a policy as this puts power in the hands of the Registered that they did not have before. It unbalances us, as a group, and fosters suspicion and paranoia within our ranks.
All of this can only be beneficial to the military. There will be those who, unsatisfied by bribery, may yet register out of fear of persecution. The military will pay attention to those--someone who can be controlled by fear is a valuable asset. Then there are those who will react to this in anger and outrage, such as yourself and several others in this post alone. It marks you as useless to their purposes, a nuisance to be watched carefully--and disposed of, should you cause them too much trouble.
Most valuable of all, are those who will be willing to bring vigilantes in, either because they hold the law in higher regard than any other considerations, or for their own benefit.
