Something has changed. They would not have waited a year to do such a thing, otherwise. They must have something they wish to involve imPorts in, but only those that are either the most bound by the letter of the law, who prioritize self-interest above all else, or who can be forced to submit. Those that, if the time came that sides needed to be taken, would be most likely stand with the military over the other imPorts. I suspect that they will continue to push further and further, to see how much it takes to force people's hand.

Any problems that arise can and will easily be blamed on those who refuse to register.
