[Tetsuo, due to supposedly being on shift at the arcade (read: lounging around with painkillers in a dark side office with a magazine over his face for most of the day), is there pretty quickly. It's the most convenient space possible for him, and close enough to his own territory that hey, he can do what he wants, right?
