Exciting is unstable. Rules provide order and structure. Make multiple sets of rules is different from the rules being changed. If the rules change rather than there being more rules to remember, then how do people know how to live? We cannot make informed decisions on what rules to break or obey or make for ourselves. Rules should be consistent.
