It is not that simple, I'm afraid. Being Registered conveys far more than security in employment and housing. It is a license to save lives, for those so inclined. It also conveys access to this nation's health system, and greater ease of travel.

There are not outright punishments for being Unsettled, you see. That would be too obvious. But there are many... inconveniences. It becomes far easier to simply go along with things.
