If you're distributing free resources without any strings attached, I can't see why many people would feel too resentful. Such a policy would make it easier to maintain the trust of not only the people who choose to donate their money, but also of the government that is basically allowing the fund to exist in the first place. It also simplifies matters for whoever signs up, since they won't have to stress over things like balancing a budget (though I wouldn't necessarily advertise that particular point to people).

I'm not too clear on the legality of allowing underage imPorts to sign for loans in the first place. Assuming that isn't a feasible option for them, though, then it stands to reason that free resources with a few restrictions to help guarantee the fund's survival would be the next best choice.
