Never, I think. That's rather the way of wars, they like to roll around every so often. But I'm not sure why you're surprised. ...Or why you're bothering with this in the first place when it's rather clear you're busy.

[Rincewind has no idea what a 'Silvan' is, but he knows what elves are, at least on the Disc: bloody dangerous fae who used to have great fun hunting humans.

Except there's something here that doesn't add up.]

America acts like it's all about stopping a war...but these things are just what America does.

They get bored, and wars come crawling out like icky little bugs.

Little good - if any - can come from war. The losses of each battle build quickly until the population is decimated.

[And if not decimated, then grieving heavily.]

There are enemies in my world that I would go to war against, however their names are not Boredom.

I would much prefer civilizations find better methods of communication. Nothing can be solved by a war; it only breeds more pain, more contempt.

Physically or mentally? [She pauses and takes a moment to think.] One cannot forget what has happened in the past, yet need it color how we move forward? You can be cautious without being defensive and aggressive.
