Daleks shunt off those they deem insane to a planetary asylum where they're left to rot and eventually, hopefully, die. There's a whole host of nemotodes who often eat their own young. And, just a month or so ago, I dealt with a Zygon splinter cell who were willing to risk the destruction of their own species all for the sake of war.
