I'm more inclined to think they can't come here voluntarily. From what I understand the Porter seems to have ultimate say in who comes here and who goes. Even people who have traveled to different worlds before coming here have no way of leaving of their own will.

But I guess it's possible this is a type of afterlife. I don't think it is, though.
