How long are you supposed to wait to be sure that someone's been ported out? I've seen people say stuff like 'a while', but humans and gems don't really seem to have the same idea of what a long time actually is.

Well, when you talk to someone, if you keep talking to them, you eventually like the person enough that a friendship happens. It's like a plant growing where you have a seed and water it to make a big flower. It's not the same but, the process can be thought of as similar. You have a friendship seed through first conversation and, it grows by talking to it until you get a fully grown friendship!
