If you are referring to the Clone Wars and their status as Generals then that was many years after they ruined Kalee.

But to answer your question, it was most likely that Chancellor Palpatine was resonsible for their military promotions. He is the leader of the corrupt Republic.

Or it was their Jedi council's decision.
