This is the oldest trick in the book. You wait for a chance where you can plausibly excuse a satellite blip within the remnants of celestial bodies-- a satellite scheduled to be scrapped, space junk nearing orbit, whatever-- and you hide your payload within those blips.

Weapons. People. Whatever it is you need to sneak into Earth.

[There's another pause (in which he's rubbing his temples)] ...Everyone else that went up to take out those satellites, last month-- you can't seriously tell me you don't see the correlation? Whatever safeguards or equipment this government has to form a safety net to Earth's orbit, they need to jump on it now.

You hear about the mission, last month? Or any of the aftermath. Attack satellites, placed secretly within Earth's orbit with position to attack any major city with only minutes' notice.

...I knew there was something else off about their behavior, I just couldn't... --Why set anti-Earth lasers into position and not just fire them off immediately? They had so many opportunities, before we took them out.

...well, I didn't know about that. In that case, yeah, we should be on high alert. Would be nice to know what we should be on high alert for though.

But I don't think it's too surprising that they didn't fire. They'd only fire if their goal was to destroy those cities. Their goal could have been to only destroy cities as a back up plan if some other plan didn't go through. Or it could be a distraction. There's lots of reasons for that sort of thing.
