[ Kaneki won't be greeting anyone because this week hasn't been easy. So he will go right to the point: ]
Following up some information from last month's missions to South Korea and Space, Jacob-san, Cisco-san, Anderson-san, Thrawn-san and myself did some investigation, which lead us to Chile, Iquique, and Mexico, Guadalajara. In Chile, we found a launch site that has been stockpilling large amounts of construction materials used to construct Project Phobos, and launching them to Mars. We came to realize OTO's satellites were simply meant to provide concealment for these launches, and all the materials check out with the inventory lists obtained in South Korea. Aparently OTO was using legal loopholes to manage all of this, so the Chilean government seems to be unware of what is going on in their soil. [ kaneki is flipping through pages as he speaks. He wrote everything down, as usual ]
The launching site belongs to a company by Hora Nueva, their CEO is Vincent Magaldi, and their headquarters are in Mexico, which we also investigated. Hora Nueva doesn't seem to know OTO's plans, and like it has been happening with a lot of companies related to them, it seems that they are just exchanging services, so they aren't involved with the nuclear attack. OTO was interested in them specifically because HN managed to create a 'Jet-Express' engine, that allows fast travelling through space. That's how OTO was able to get their materials to Mars orbit so fast.
We also believe the missile is using this engine.

[ Okay, Cass is far from dense- she's just extremely exhausted, and you could probably tell from her voice. She's likely also done a lot of yelling. Who could blame her? Point is, she's skipping right to the point because it's the easiest thing to do. ]
Did any of you bring materials from your missions back? Preferably in Maurtia Falls, because the porters are as absolutely fucked as everything else right now? If I can get my hands on them, I might be able to do something. I feel like shit just flailing around without something to work with while this place acts like a broken VHS tape and strings us fucking along.

And yes, we do. We don't know how long Lachesis will keep this time-loop up, and we have to be fast.

However, Lachesis and her Porter never cared about natives dying, or their war or some city blowing up. [ they didn't do a thing when Debrecen was completely decimated ] But this time the target was the Porter, and certainly she wouldn't be happy if it was destroyed. besides-
[ he hums, smiling a little to himself ] Who do we know that has the power to change time like this? [ only her truly. or her sisters ]

So she doesn't have the power to stop the missile herself, just...make us loop around until we figure it out for her? [ She sighs. ] I can't tell if I'm supposed to be grateful or fucking pissed. Maybe both.

I think she can do anything and everything, but I also think she is a bit limited considering if she does awaken she might destroy this dimension. So why risk that when you have heroes at your disposal? [ that's why she wants imPorts, no? To do her bidding or something like that ]

Then again...maybe that just shows she's really that impenetrable. [ Thinking out loud, as she's often prone to. ]

However, US government and NASA didn't detect the missile and instead called it a meteor which was just passing by - they didn't see it going too fast for a meteor. So It's possible the engine can decide the speed the missile goes at. [ a pause ] That's just a theory, though.

So if that's the case, either the engine is programmed to slow down upon approaching our radar range, or someone's controlling it to make it slow down.
