There are notes everywhere, and kaneki goes through them, barely giving anyone time to read them. ] OTO doesn't want to kill us, that's not their objective! [ finally he stops flipping through his notes, right where others could read "OTO" ] They were kicked out of DARPA for wanting to study very advanced tech - they want forbidden tech advancement. The government says "no" but if imPorts are involved, they are okay with it- [ kaneki keeps flipping through his notes fast. ] "We congratulate you" - they said that after Philadelphia-- they talk to us-- [ yes, kaneki is having an epiphany after 4 days of no sleep ]
We are means to an end-- [ kaneki seems frustrated he wasn't able to find what he wanted through his notes, so eventually he pushes all the papers away ] They want to push us to the limits. That's all it is. Break all limits! [ and kaneki is ready to ramble, but suddenly he looks down and there are two very excited pups nipping at his pants ] Ah-no- [ the feed is cut off finally.
Someone tell this person to go the fuck to sleep. ]

I do not disagree with your theory. I've actually thought along the same lines myself -- although probably not to your same...extent. But they are intelligent. Certainly more intelligent than to launch a missile to kill imPorts. I believe it was a test to see the limits of nanites -- to see if we could survive even the most devastating of attacks. Death was not their goal so much as seeing our survival was.

A missile would never kill us, not all of us. Plus lachesis is still around and her MO is to have a Porter and continue to bring imPorts - even if we all died, she'd just start doing it all over again. [ kaneki did think A LOT about this ]
Honestly, most of OTO's attacks - apart from the nuclear missile - would have never killed us. For example, they released criminals from a prison; human, non-powered criminals. They'd have never destroyed us and they know that.
