As always, telepathy posts from Charles are OPT-IN, it is completely your choice to have your character "hear" him or not. Also responding to this post is NOT considered permission for him to read your character's mind in any future encounters.

[ It came a few hours after the loudspeaker announcement of the prison break. A light brush across the thoughts, like a polite knock at the door, before crisp.
What came next, for those who might "hear" him, were crisp, British tones delivered in a calm manner. ]
I apologize for the intrusion, but this is the only way I could think to reach as many of you as possible. My name is Professor Charles Xavier, and if we haven't already met? I do wish the circumstances were better.

Thanks for finding the source of the wicked energy I was able to pick up. It's pretty small compare to the rest of the city as a whole, so I had no idea it is due to something like that. Are you saying these escapees are those in the prisons of these cities?

Ah, t-thanks. It's one of my original abilities from home. It may not be as powerful as it should be, but I was able to synchronize well with a few of the cities to get an idea of the way it communicates.
[If Charles wishes to better understand her meaning, then he'll be allowed to dig further into her mind, hearing the mixture of collective voices (which was currently confusion, fear, and desperation with the hint of malevolence in it) and another humming sound which belongs to the atmosphere, in her personal opinion as a rain summoner.]
What did you pick up from their minds? I can tell it isn't anything good, but I'd like to get an idea of it to pass the information along to those who aren't comfortable in speaking to you like this. I'm guessing it's a few who do?

[Conveying a clear mental picture isn't something that came easily to Josuke when he first began training with Tetsuo, but over time, and with a lot of practice, he's gotten better. Of course, he hasn't been able to practice with anyone else since Tetsuo left...but he still manages to call up an image of Hazel in his mind. Petite, dark hair, dark eyes, with a couple of scars on her face: one above her right brow, the other across her left cheek. As he thinks of them, he lists them off one-by-one for Charles.]
I haven't run into her around Heropa...so if I can just know she's alright, it'd help a lot. And uh, I really appreciate this.
[He pauses briefly before a quick string of urgent thoughts follows...]
Let me know if there's anything I can do to help, okay? I can do a bit of healing if anybody needs it, and dangerous criminals aren't an issue if someone's in trouble.

I'm so sorry, I could not resist this. This guy canonically never shuts up in his head.
Using his communicator as a weak makeshift light, Kidou's been busy, organizing everything he can find in the house to see what supplies he can safely use. His hand slides gently along the closet shelf, using a mixture of the communicator screen and his hand to feel around.
That flashlight - where was it? I remember clearly how this is the only place that it can go where it won't interrupt the symmetry of the closet. So, that means it must be in the center...
As his hand closes around a cold metal cylinder, an unfamiliar voice interrupts him. In his own house? Who -?
Kidou looks up immediately, automatically trying to pinpoint its location. It strikes him a moment later that it doesn't seem to be coming from anywhere at all. 'The only way I could think of'... that would be a power, then? It must be.
The voice continues, and Kidou listens carefully to it while he carefully removes the flashlight, turning it around in his hand to locate a switch. Once activated, he turns around to make sure there isn't anyone nearby. The beam moves around the hallway, lighting up walls and a banister. It doesn't catch anyone. The voice doesn't echo the same way sound does in this hallway.
A little more into the sentence, and he needn't have tried to fact check that. This Xavier mentions reading minds, so that removes all doubt. And so, the rapidfire stream of consciousness dramatically continues. There's so much to take in...]
Escaped prisoners? It was obvious from the beginning that we were in trouble. But this has gotten really dangerous! It pains me to admit it, but I doubt if I'd be of much help to most people in a situation like this. Deep in my heart, I don't really want to go out there after hearing that. Although I can't justify inaction.
So what can I do with this information? ...I have to look for other angles to consider.
Hm. I didn't expect there was a power that could read minds. That's also interesting to me, although I'm not sure I like what that implies. Would that mean every thought I have can be heard as if I spoke it?
[Though the sheer volume makes it feel longer, all of this took place very quickly, like his mind is conditioned to constantly analyze every piece of input he comes across.
What comes next isn't a word. It's a feeling of sudden blankness, a creeping feeling spreading out from his chest to his arms, like the underside of a shudder that didn't quite make it to the surface. That moment of sudden realization.]

Only before he could retreat, the words seemed to take on a more direction address to him, so the professor paused and offered what he hoped, were useful responses. ]
My intention, with sending out this message, was to allow people to be aware of the potential threat and take what measures they needed to protect themselves and others who may need help.
As for the latter question, that ability varies from psychic to psychic.
[ The conversation was such as to have Charles engaged when that feeling of blankness began to creep over the mind he was speaking with, and he paused for a moment, before asking. ]
