This sounds like you're talking about "human empathy." Usually, the purpose of empathy is an evolutionary tactic to further perpetuate and protect the species. Lacking empathy for other humans can sometimes indicate a distrust, and anxiety towards others. Feeling the desire to hurt other humans due to that lack of empathy indicates frustration, feelings of elevated self-importance, and much higher levels of aggression, possibly due to hormones.

But that's just what I think.
