Generally speaking yeah.
Valentine's Day usually has something going on.
White Day not so much.

Girls give chocolate on Valentines.
Boys return the favor a month later.
It's kinda cute for kids and office workers.

Also, you're supposed to make the chocolate yourself.

Well, the illicit ones yeah. They tend to get visited by cops, and not in the fun way. The ones that are a legit businesses are there for the experience. Water beds, mood lighting, fun stuff like that.
