Presently, I am not able to confirm that, but I can say with certainty that the tattoos change depending upon our status. An imPort who leaves the country without government permission may, therefor, find himself branded with an unfavorable mark which could, in theory, result in unfortunate repercussions.

What immediately comes to mind is the attention of foreign governments. You are, registered or not, still an imPort brought here by the government of the United States of America. Should you be captured by those presently at war with America, or even those who seek to gain some kind of leverage, there would be no guaranteeing your safety. Furthermore, if you are not registered, it is possible that there would be no organized attempt to rescue you.
