Of course it didn't! The entire concept was blind stupidity and greed!

The Kaiju were growing larger and more numerous. A wall was never going to hold them indefinitely. Anyone with a lick of sense would have understood that. Walls are comforting concepts, but they aren't solutions. It was an utter waste of the world's resources, unlike the Jaegers that were actually demonstrably effective.
I will never understand the point of attempting to save a global economy when the whole of humanity was at stake.
