It's actually a thing yes.
You have college towns where you're from?
Towns that sort of sprout up around and feed off of the students there, it's how the town sustains itself?
Maybe think of it like that.

Because that's what it's called.
It is a mock town.
It's specifically for the people who come to be trained.
So it looks like a town but it's limited to those who are given access.
It is a mock town in the way that it's real but it's not something just anyone can go driving into.
There is a bank, a post office, a hotel, etc. A local deli you can get something to eat at.
Except the bank is usually robbed twice a week and it's full of drug dealers and all sorts of undesirables.
It's used to train agents. But there are aspects that still function like a real town. It looks like one.
The government keeps it going and uses it to sustain itself in the future. Without it, things would be more difficult.
Does that make sense now?

All the bank robberies are fake. The robbers, drug dealers, whoever else, they're all actors. It's for training purposes.
The last place anyone would really want to try anything at, since it's crawling with the highly trained as much as it's crawling with newbies.
