How do people know this network is secure? Was it created by imPORTs? If whoever sent these messages can see people trying to solve this they may try and deceive those trying to solve these puzzles.

I'm not bright enough to solve this one. It's not my thing, unfortunately.

As for libraries: You're using it. You can find way more books on the internet then in any library. If you're insistent on hard copies, probably the Library of Congress. They're supposed to keep one copy of everything. Dunno if they'd let you in, though.
