If you're going to tell me this world's porters are run by the government, specifically the American government, and they won't let me in without special clearance then I'm going to punch you in the face.

You can move pretty freely between the porters for travel to other cities but others have gotten into trouble trying to break in or investigate them further. I don't think even the government knows exactly what's going on.
