[Good evening, fine residents of Heropa/Nonah/De Chima/Maurtia Falls! Tonight, you have among you a brand hew imPort. The display on the communicator reads Kotetsu T. Kaburagi, and the man himself looks friendly enough, if a bit uncertain. But who wouldn't be upon finding themselves suddenly dragged into a brand new world, right?
He's currently in his military-provided housing, residence #014, chilling out on a couch in the living room as he addresses the network for the first time.]
So I guess this is the part where I introduce myself and stuff, huh? Yo. I'm Kotetsu.

Everyone here's from all sorts of different places, right? Us "imPorts", I mean. So I was wondering if you guys'd tell me something cool about where you're from!
[It sounds flippant, as if he's not at all concerned about his situation, but to those with a keener eye, there's a certain tension to his frame, the set of his jaw. There's a great many things he wants to ask about this place and its people and the military that's brought them, but he wants to get a feel for this place and the people drawn into it with him first. He needs a couple days to process all this, to deal with the fact that he was literally just about to retire before this happened, before he's ready to confront any of it head-on.]
As for something cool about where I'm from...uhhh. Oh! I know, the city I'm from's built in a pretty neat way, with three levels each on top of the last one.

[Kotetsu pauses, mulling over the rest of what Nelson says in his head. He understands a little better about criminals getting away with shit they've done due to Maverick and what he's learned about the man's involvement with Ouroboros, but still.]
The part I'm not getting is how you're supposed to be getting this information if they're so good at covering their tracks that the police aren't allowed to look into it. If there's enough evidence for you guys to justify looking into it, why can't you just bring that stuff to the cops?

[ ... It's tempting to say 'are better off dead anyway,' but Nelson can recognize it's wrong to say. At least out loud. He doesn't kill, but he has his own opinions on which sorts of people the world would be better off without, regardless. ]
That... would put an innocent person at risk in the first place. And no-- [ With a sigh: ] The cops can't use evidence that wasn't procured by standard procedures.

That doesn't make sense. If it wouldn't have been allowed for them to get that evidence themselves, how's it allowed for them to use the stuff you guys get, if you're not using "standard procedures"? Or do you guys just set 'em up for the cops to catch them committing a crime?
[Somehow he sounds even more disapproving of the latter course, oops.]

[ Well... no, not exactly one of the first, but it's something any soldier, at least, learns fairly early. How well they listen is another matter.
Anyway, the agitation is somewhat obvious, but Nelson manages to keep it mild. ]
If it's left for them to find they don't have to break any laws in searching for it, of course. Haven't you ever heard of warrants? We-- [ Huffily: ] The system worked just fine, it was just understood things would proceed that way.

Yes, it was understood that there are always going to be cracks in the system, and it's better to let the people who want to help address those things that regular law enforcement can't rather than shut them down because their methods are forced to be a bit more unorthodox. [ He exhales: ] Not to mention policemen do have shifts and jurisdictions, their focus can't be everywhere.

No system's gonna be perfect. You gotta do the best you can with what you've got, though, 'cause otherwise anyone could go around doing illegal things and calling it 'for the greater good', and that's dangerous.

Well, obviously. I'm not suggesting everyone go out and do whatever they want. It has to be an organized effort from people who know right from wrong enough that they can act accordingly. Responsibly. I'm not talking about doing anything illegal -- we aren't police, what we do isn't breaking laws. I don't think I can put it any more clearly. It is exactly doing the best with what we have.
