Greetings, my fellow imPorts. For those of you who do not know me, I am Lord Petyr Baelish, Ambassador for Maurtia Falls. I wished to address you all to talk about a few things, but most importantly this Nonah election. It is of utmost importance that we vote and show support for our fellow candidates. The job of ambassador is an important one, and I believe all of these candidates have qualities that would work to benefit Nonah. It is in your hands to decide who best will fit your city. But I implore you to truly look into who has the policies and qualities you seek. I would be more than happy to illuminate some of those to any imPort who may not have been following the race too closely.

Second of all, for those of you who recall the attack in Philadelphia at the ambassadorial celebration -- did any of you happen to return with the remains of one of those monstrosities, whether it be for scientific study or perhaps as a souvenir? I have been curious about what information can be gleaned from them -- especially in relation to the ImProcreats, if anyone still happens to have their little creature from that Swear In for comparison.
[ A beat. ]
And lastly, I understand this day to be a day of gratitude -- a nationwide celebration for families and friends to get together and sit down for a meal. Unfortunately, on this holiday I find myself largely alone and I am certain there are others who are in a similar position. If anyone has need of company, I can provide a place and wine if you can provide a dish of food or two. It does not have to be traditional in terms of what is served, but the important thing is that we are not alone when we could be together.

There is another matter I would like to discuss with you. Something related to a specific imPort. Ken Kaneki -- do you know him?

It's a tricky matter, really. He has a very specific diet. And there is no beating around the bush here to say, he must consume human corpses. This isn't a preference. A ghoul requires such a diet in order to survive. And while he was registered, the government would provide him with what he needed -- apparently utilizing bodies donated to science. But they used that in a way to keep him registered. Once he decided to unregister, he no longer had access to the food he needs to survive.
[ The shrug is practically heard in his voice. ]
While the solution to his problem is to simply register, you know how stubborn these imPorts can be on this topic. And so, he approached me for help as well as the other ambassadors. I told him I would approach you to gather your thoughts on avenues we may take, but he will likely come to you himself if you are elected into the Senate. [ Baelish is only preparing you, pal. ]
My biggest fear is that by denying Kaneki food, he will find other ways to get it and may very well turn to murder to do so. A man trying to survive will often take drastic measures. But how do we even begin to approach the government on this matter? Unregistered imPorts should not be entitled to the same benefits as those who are registered, but at the same time, there are those who port in with specific dietary needs like Kaneki or medical needs that cannot be met by choosing not to register. They didn't ask to come here. But how far can or should we fight for the unregistered when they made that choice for themselves?

So. Why did he decide to unregister? I think the crux of this argument is whether this is a choice that he could rescind and have the problem solved the easy way, or if we need to look at options to control him.
[ It's sharp, and it's blunt, and it's a hell of a difference from the magnanimous politician he presents himself as. ]
Because it's like someone who willingly gives up their foodstamps. We can't force him to register, but if he's willingly brought this on himself...then he's a danger that needs to be dealt with.

[ The roll of his eyes is practically audible. Why are these people so intent on making statements? Don't they realize that by pushing the government too much, eventually the rest of them are going to suffer? It's just like the medal refusal at the White House. ]
His opinion is that registration is a choice, and it should be a choice for all imPorts. He believes he should not be forced to register simply because he requires a specialized diet that he can only get by registering. And he wants to change this for all imPorts, not himself. The young can be quite idealistic. But because of this, I do not believe he would agree to quietly register. He wants his voice heard.

[ A pause. ] I didn't think I should register when I first got superpowers, but I still signed on with the NSA, and then let them study my powers, despite the fact that it was likely to go poorly. He can't just decide to not be registered and not reap the benefits.
It sounds like we should be taking measures for containment, more than trying to help him. He knows how to help himself.

[ A long sigh. ]
That being said, I did agree to bring his concerns to the government officials. It's my duty as an ambassador to help give the imPorts a voice, and it would be an injustice to outright refuse. Not to mention hurt my popularity. [ Let's be real. That's what this is all about. ] Fortunately, he does seem willing to accept that the government could very well not agree to his wishes. Unfortunately, I am uncertain of what his next step might be.
[ So. Containment. ]
He will be contacting you. And perhaps your insight as not only a politician, but a powered one who was forced to register may give him some perspective. Maybe that would be enough to dissuade him from doing anything too drastic. You have a way of connecting on a more personal level with imPorts. But if it does not work, you do have my full aid to contain this as peacefully as possible. Neither of us need this blemish on our careers.

And that being said, I'd be happy to talk to him, and see if I can convince him otherwise. We need to try to get somewhere, and start showing that we can cooperate. If we can do that, we might be able to make the progress we need to see, to change peoples's minds. If we can do that...
I don't think I need to tell you how the net gain is going to help us as well, as I'm sure you know. We'll need to figure out who would be best to tap as a potential containment method. Someone we can trust, of course. I'd prefer to prepare ahead of time, since... I don't like getting caught by surprise.

And I assure you. He can be trusted. [ Baelish says now, unaware that Chilton's betrayal is just around the corner. ]

Forget that. I want a backup, too. In case he's violent, but... I'm sure I have some ideas for that. A nudge at a hero I know, and they'd be there in an instant, so... there's no worry on that front. But... I'm worried about the warning signs. You'd probably know them better than I would, if he's going to snap. I want to mitigate any losses.

I would put my trust in Doctor Chilton above most. He has experience treating cannibals from my understanding. But it is wise to have someone who can subdue any violent outbursts as well. I will say, I don't believe he will be prone to them in the immediate future.
[ A beat. ]
